Is the mayor notified at all? Seems to me that the mayor should know of everything that goes on in the city.
Mayor is notified of every structure placed and removed within the city limits (it's actually sometimes a pain, as every placement causes 2-3 emails to be sent to the mayor). The only exception is when the mayor him/herself places non-deedable decorations (statues, fountains, streetlamps).
So do non-deedable decorations take up lots? I hope not or I would have to find people to place them for me as I have only 2 lots left. Also, what about militia members? I would like to ask a few players I have know for a while to be city mititia, but I would like to know if/when they grant zoning to someone or cityban/pardon someone also. Do mayors get messages for that too? I wouldn't be a control freak, but it would be my town and I'd like to know what goes on when I'm not logged on.

As for decorations gardens and streetlaps etc don't take up lots, however you are limited to how many you can place in your city depending on your CITY'S level.

you can chose what you allow individuas to do

Last I checked there was an option on the city management terminal somewhere that allowed the mayor to restrict the granting of zone rights to him/her self. It makes the mayor's workload greater but it keeps tighter control over zoning.

isnt that option so you can open it up so you dont have to grant zoning, poeple can just put stuff down?

Yeah apperently it does just open it up so that anyone can place whatever they want. The option is labeled "Disable Zoning" so its easy to read into that as being able to lock down your city. It didn't really give a clear explanation of what this does until I disabled it and then re-enabled it. It then has a confirmation box that has the details of what this does.

You can use the Terminal in the City Hall to restrict zoning rights to ust the Mayor. But if you ad someone to the Militia then they get zoning rights no matter what you do on the terminal. Who makes these choices?
