I have to stand by my previous statement. As the designated city planner, I see NO difference in land tolerances on Corellia. Maybe our city is bugged or something, but I have extensively played around with city housing placement both before and after the last publish and have seen ZERO evidence that anything has changed.
Baj, I agree to some extent with your point B that you made... that to some degree, players have to endure some kind of consequences for where they choose to put their city. I'm totally fine with that. Our city of Sylverhold is built next to a mountain where we knew 25% to 30% of the land would be unusable and that's OK. What is NOT OK is that the rest of the land is as flat as Corellia ever gets, and much of THAT is unusable. We're not talking about notable land features here - Corellia is simply a very rugged planet in even its most flattest places. I have been all over Talus, Tattooine, Naboo, etc. and no other planet seems to have this curse to the degree Corellia has.
What we really need is for the tolerances to be raised more or better yet, for a way to raise/lower land so that we can place houses after the digging is done. The digging could be charged per square of land and have a hefty fee (maybe 1000cr or more per square, per increment raised/lowered). Something like this should NOT have a monthly cost, as there is no actual structure to maintain; it's just dirt and rock. A few squares here and there might have to be raised or lowered to make usable land for placing houses.
Cities (like ours) who have steeply sloping land who really want to could flatten out some land on a hillside in this manner for housing to be placed there. Eventually this tool could even be made to allow for the digging of caves, if the developers saw fit. Naturally stairs would be next on the wishlist. I think that player cities will eventually probably begin to resemble NPC cities more as they slowly gain some of the features that these places already have, like stairs and multiperson dwellings.
