Problem with that solution is that all of a sudden a bunch of outpost would spring up all over the place with a zone of 450m to control. There is no reward for city growth. Then we will be hearing complaints from the artisans that there is no 'free zones' to place their harvestors.


When our city grew twice, we inherented structures. I sent emails asking the person when would be a good time to discuss the issue of their structures within the city borders. Eventually, through good communication and diplomacy, I was able to resolve all the problems. Some did take a few weeks to have the structures removed (cross-server lot exchanges) but it was all resolved. We even have gotten two good residents out of this that have been contributors to the city.

I may have been unclear. I'm not saying a city's radius should start out at 450, just that they should control zoning of 450. So increased size DOES have rewards, like level contingent structures, first of all, i.e. shuttle, cloner, etc. And increased residency. I'm not saying someone 300m out should be a citizen immediately, just that zoning should be controlled.


There's no real reason to NOT have zoning that far out. The "planetary civic authority" certainky would plan for expansion of cities, and would therefore allow the city to control zoning outside city limits. There's just no viable reason that a mayor should have to put up with griefers.


In closing, it's all fine and good that you had people with houses when your city expanded, but obviously they WEREN'T griefers... Dropping a PA hall right outside limits, refusing to move it, not becoming a resident, and making particular comments, kinda makes your comparison akin to apples vs. oranges. Diplomacy only works with rational people. Griefers don't fall into that category.
