Thread: Deadbeat citizens!
1) the property tax comes out of their structures maintenance. so you're getting soemthing from them there.
2) the citizen tax can be avoided by them if they really dont want to pay it, so you're kind of working on trust here that they keep enough money in bank to pay thier fair share.
3) the sales tax isn't being paid by a single citizen of your city. the customers are paying it. what if player A's vendor produces 30k of sales tax a week for the city, but Player B's vendor only produces 2k of sales tax a week for the city. are you going to deny them the same privilages as Player A because they're not as productive ?
and what about your other citizens. have you thought about the competition for sales between multiple weaponsmiths , architects, armorsmiths , etc ?
maybe the reason the guy would choose to sell outside of the city is because theres allready more then enough of his/her type of crafter in the city. and if thats the case, you should impose a small special fee on them for the use of the specialization.
the fact that the person is paying the taxes set for them on the city hall terminal and yet they're being harassed by you for not placing a vendor in your city will make you look like the bad guy if you bring it to your server forum. All they'll have to say is "I paid my taxes and i was attacked repeatedly for using the city specialization that was in place long before i moved in because i didn't want to place my weapon vendor up to compete with the other 8 that are allready in the city"

before we grant zoning rights to someone so they can move into our city, we give them a heads up on the structures that are currently there, the ones that will be coming in the future. the taxes we'll be imposing on them for living in the city and useing the city amenities, and what they can and can not do within city limits.
as far as specializations go, we plan on having that set up where, the ones who are going to benefit from it will pay for it through donations to cover the cost of it for the week(s) its up and running.

Sales taxes aren't paid by the crafter, they are paid by his/her customers. Unless of course, he has to lower his prices to stay competitive with people who aren't in cities and are able to have lower prices.
I think it's hard to quantify how much benefit the city specialization will really mean. Yeah, skill tapes sell for absurd amounts of money. But as a tailor, it means nothing to me - we don't have experimentation, and my crit fails are infrequent. Some professions like chef have to struggle to make a living, so a sales tax would probably hurt them. Others might enjoy the benefit, but your 5% to 10% sales tax is going to make an architects large house cost 6750 to 13,500 more just for being in your city.
I don't think you can rely on the crafters alone to come up with 200,000K for this specialization. You need to have a large number of citizens and a broad tax base.
Oh, and I don't think it will be long before people outside cities start advertising "no sales tax, lower prices" as a way to drum up more business for themselves. 5% may not seem like a lot, but who knows.

You cannot control where people decide to sell thier wares, and you should not be able too. Next you are going to whine because you cee a citicezn hawking thier wares personally in Theed.
You are a mayor, not a dictator. You dont get to run thier lives.
One way you might pay for the spec is to simply have the crafters voluntarily contribute towards it. If you get enough, it goes into effect next week, if not... no spec.

I'm a mayor, not their sugar daddy. I don't want to tell them how to run their lives.
If they CHOOSE, I'll repeat that, CHOOSE to reside in my city they have to be law-abiding tax payers. If they CHOOSE TO NOT PAY, then we should have a mechanic to make them leave.
People can vote with their feet, if you don't like it MOVE.
Don't blame the mayors for actually trying to run a city just cause you want a free-lunch.
