Easy put a blockade on them by not advancing levels.... after awhile they will move
I'm hoping that the Devs will soon open up other forms of supported government. It's a little discriminatory to assume that all SWG players live in the US, and *want* to use a democratic system. Yes, its the simplest way to do things, but not truly the only way. It shouldn't be too much harder to enable a mini-parliment, where everything gets voted on my members of the Ruling Council, on a in-game ballot box, and the majority wins the decision. I'd also like to see an alternative to the voting method for a more "realistic" vote.
Lets say there are 3 people running for Office, and 100 residents. If "A" gets 34 votes, "B" gets 33, and "C" gets 33, then "A" will win, despite the fact that 66 people (a clear majority) in the city do not want them as a Mayor! There are several more effective methods for voting. One that means a more widely accepted person is in Office.
They also should allow a <Mayor> title for an incumbent Mayor. Zoning Rights removed from Militia (the very word Militia defies theconcept of city planning), and a Deputy Mayor (non-Politician) would be nice too.
So yes, a city is owned by the current residents. The entrance into that city should not be automatic. This is a GAME, not real life where money gets you into any neighborhood you want. Many many people are trying to shape communities with friends they have made, people who have similar personalities, and who they can have fun with. Why a group of people would want to maliciously disrupt that (griefing) is a mystery to me. Just because you want an official city? Have a little patience, I say. Somehow they managed without a city for several months, whats a couple more? Caps will be raised in a couple weeks, and after next week (tier 4 cities) many cities will be settling down to a routine, and finalizing their current layouts. Most of the hostile takeover fears will be mostly settled after that.

Yet there's "those" people who think that they own the cityjust because they placed the city hall. It just makes me sad knowing that there's people that still think this way. Sadder than whenNBC canceled Saved by the Bell: The College years.
