I agree, the cloner should give at LEAST 50% the cost of cloning back to the city.

Why this doesn't happen I have no clue. We can do it for shuttleports, what's the difference with cloning facilities? If anything this is a more stable form of income for the city than anything else.
I agree, I think all fees should go to the city.
However I don't think a Mayor should be able to pull funds from the treasury, only add.

Dont give me the "well my PA built this etc and we pay this and that lalala" its not the point. This whole thing promotes Roleplay and actually add content. Your city should have a council....get together and find out what to do.

Anyway, to answer the guys question... there is one obvious kickback. Traffic. Its the one thing merchants crave, and if lots of people are passing through town to get to the cloning center, that is a good thing for anyone selling goods. I'd encourage lots of merchants if I were you, and then put on a small sales tax, you'd recoup the costs in no time.
We have a cloning center, but because we are out of the way at the moment no-one passes through... So in Plinka's issues thread I posted that we probably need a way to add a fee (like the one for the shuttleport) to the cloning center and the garage (when it comes out). I'd say to the bank as well, but I have no idea how you'd implement that.

Try to think of it in terms of a city that isn't run by a PA with all the members being charitable. If you were a mayor and needed money for civic buildings (so you could buy them off an architect), you would need access to cash.
This is how the system was designed. Just because most of us are architects or have architect friends does not invalidate the system. Someone somewhere may be running a city as it was invisioned by the Devs.
our first week of having the sales tax, we generated 45k off it. this week it looks like it will be even higher.
