Side note: It appears according to the DevTracker that the devs will be taking away the ability to useNPC actors from players in the next publish as some players abused them for obscene purposes.

Always the same thing.... Some great features are implemented. Some guys are using it to bring more life and roleplay everywhere.... And a bunch of stupid guys come and use it on harassment purpose.... And the tool is removed....
With such a issue resolution system, soon, we won't have player towns anymore..... Or anything that could let the players bring more life to the environnement.

Yeah, them taking away the NPC actors totally sucks. 
Someone find Pex and yell at him, maybe he can do something about it...
Really, they should simply post a warning and BAN players who abuse the NPC actor speech text.
Punish the guilty, not the innocent.

That seems somewhat typical of most MMORPGs... Someone abuses something, just take it away from everyone!
