The city is moving I believe, so hopefully when city hall comes down, the problem will go away.

Declaring residency in SWG is really just a game mechanic. The only thing that really limits how many planets you can have a house/residence on is lots and no-build planets.
To put it in RL terms, say I live near the state border and I have enough money to own two houses. I havethe firsthouse in one state and the second house in the other state. One of them has to be my "primary" residence for things like driver's license and such. It doesn't mean I can't spend more time in the second house if that's what I want to do, I just have to decide which state I want to be considered a citizen of because I can't be a citizen in both at the same time.

You can have multiple citizenships across nations, and multiple residencies depending on how much time you are there.

I'm not a big SW fan, but in SW terms:
there's only one "government" in control: the empire. while you could live in multiple planets, I would assume that for the empire's purpose you need a primary residence.

There isn't only one government, though. There are many places that are outside of the Empire, including the Corellian system. It is sovereign and independent.
