I guess that depends on how you define "variety"


Variety really has nothing to do with number of people...lets face it, ALL cities are going to have the same basic things (vendors, cantina, etc) The variety comes from individual players or groups doing interesting things with the tools that they are given. If you simply mean variety of stuff to buy...then yes, I agree you are probably more likely to find something in a large city. But if you are talking about game experience variety than some of the smaller cities I have been to are definitly more interesting to go to. Cities that incorperate interesting terrain, or are near POI's or simply have a town plan that is not necessarily about packing as many houses into the space available as possilble.
