had the same problem the whole time I was mayor -- 3 tickets, and still no resolution. tried in city hall, outside but still within the city (one CSR told me that it'll only work while you're in the city you're mayor of). tried renaming my character folder so it'd be reinitialized. nothing seemed to work...
could this be a problem only for those of us who became mayor recently? (after about pub.9 or so?) -- be nice to get this tracked down and fixed.

I'm having the same problem, i just became the Mayor of a level 5 city on Valcyn just 2 hours ago.
Gonna submit some tickets and try the 1-credit workaround in the meantime.

Update, my ability to Email my citizens has not been restored. I had CSR_JorgeS come down and help me out and had no luck. He asked mye to file a /bug and that he would forward the problem to his highers ups.
I filed a /bug report and sumitted a CSR ticket aswell.
The extracting 1 credit from the treasury workaround didnt work, apparently there is a minimum 10k withdrawl ability.
In the meantime, i have all my citizens on my friend's list and am mass emailing ppl to get messages across.
Yesterday was my first day as mayor, hopefully it is related to that, i will check again when i get home tonite, since the server has been reset since then.

Nope its not attributed to the machine since i logged on on a completely separate CPU and the problem persists.

Update: Outta the blue, CSR-JorgeS contacted me again on saturday evening regarding this problem. Almost one week from when we last spoke. We talked for a few minutes and he told me that the problem has been moved up the chain of command. I was plesantly surprised at the attention by the CSRs. I will update this when i'm contacted again.

UPDATE: 3 city updates later and i am now able to city mail my citizens. Not sure what changed /shrug
The only thing i did differently before i was able to do it was to change the taxes from 25% to 20%, after that i tried to send mail to "Citizens" and it worked.
Thank You CSR-Jorge and those who responded, hopefully there is something to be learned from this thread.

City help and resolution tends to take 3 weeks, the by product is you'll get help quicker in the future cause you begin to build a legitimate case history and well if you have patience.. you don't get put on the difficult list.
