By what I have understood is if we have high levels of city buildings and so forth, and a new mayor takes over that is lower level all those items would be gone. Including city specializations. Can anyone correct me on this??

In the event of a tie it automatically goes to the incumbrent mayor.
Building placement is based on both Mayor Skill and City Size
Building survival is based only on City Size
I have a question...
what if
incument mayor gets x number of votes
there are two other opposing politicians running for mayor in the same player city
the other two politicians get x+1 votes
for instance
incumbent gets 10 votes other politician1 gets 11 votes and other politician2 gets 11 votes
who wins?
Come on people, this is important! This is the same as I asked. This would be reason to never get rid of the existing mayor. Anyone know the answer?

You can continue to "operate" any facility based on the city rank, regardless of the mayor's abilities.
Once the city status falls below the operational status of a structure, the structure is NOT destroyed, but will remain unfunctional.
The only drawback to a lowbie mayor in a level 5 city is the ability to grant permissions to place new structures, or assign new militia etc. It does not affect the exisiting structures, only the city status does.
