I don't even have militia myself except for my alts. It really causes very little problems & you get things exactly where you want them to go. Most players prefer this easier way rather than you telling them to move their house until they get it placed right. There are a ton of people who can't tell which side is the front of a house in the place screen for some reason, though on things like Corellian larges and cantinas it is completely reasonable to not understand.

Yes, I as well as my militia do almost always place the structures ourselves and transfer them to the citizens. The only exceptions, as in this case, are with people we've played with for some time and never had problems with.

This is the way to do it. Giving out zoning rights without having the situation in clear control and the person in your sights is just not handling your responsibilities well.
as for the city on Lok....negotiate with him and the other party. The situation is not beyond repair. If you need help..a 3rd unbiased party to help, let me know...
Yes, I am trying to get a sort of "sit down" with this person and the person he's having a problem with. Thank you for your offer to help, I will definitely keep that in mind if needed.
