Yeah, we just went through this on tat on the bria server and still are.
got locked out
really wanted tat
tried to buy a city from a failing city from 3 different people.
Finally got a good spot but it is really small (surrounded by mountians)and the mayor did not have permission to sell. Fortunatly the folks in charge seam to be cool and are letting us proceed with the takeover.
We were one step away from trying to take a city over though by unguilding and joining separatly then voting out the mayor of some small town. People wonder why other people try to steal cities if not because of griefing.
Well, it is because there is a city limit.
But hey, it keeps the game interesting.
Now all we have to do is get to the shuttleport level before a couple other cities that are also starting up right now (those other recently bougght cities).
We may still have to take over a developed city. I am just glad we have a lot of people and a lot of money or we would just be out of luck.
