As a mayor and owner of a static farm, I would say yes, it is griefing.
Was the farm there before you put your city hall down? If it was, then you'd be a jerk to ramp up the property tax. Margins are much closer on a static farm and you would be cutting into that person's profits by increasing the tax.
If your city hall was there first, then it's fair game.
Just my opinion. I know some people don't like static farms, but they do help bring prices down for the population and fill the grind end of the market.

I re-read it, but it doesn't say if the field was there first or if your city was.

look at my 2nd post, i stated that he placed all the harves on the boarder edge of our outpost froim the NW-NE sector.

Sorry, I didn't see that one.
In that case, then I would try to talk to the guy putting down the harvs to see if you can work something out like gentlemen. If not, then jack up the property tax, you were there first.
