According to Plinka's post about the changes:


Since we are increasing the city caps, we need to control on the amount of additional structures the world has to support. There is a civic structure cap of 1+(6*city rank). I.e. 7 at rank 1, 13 at rank 2, etc. Civic structures include cloning facilities, shuttleports, the city hall, and gardens - - Structures owned by the city.

If your city decreases in size so that the number of civic structures exceeds the cap, you will be charged 75,000 credits per week per structure over the cap as a part of your city hall maintenance. This penalty will be applied each week starting the week after the cap is broken. The penalty will not be applied if you do not exceed the cap when the next city update happens or if your city rank increases (raising the cap).


I take it that QAVille is a level 3 city, [1+(6*3)=19] and all other structures are being chargedthe "above and beyond" rate. I fee that streetlamps should not count towards this cap also. Try lighting a 1000m diameter with 10 streetlamps!!!

That may be the case, but there is already a limit on decorations per city level to handle that.


The difference between streetlamps and buildings is buildings have items in them. So a streetlamp takes less than 1% of the DB space a cloning center takes, and doesn't have to be listed on the map, either.

I must be mistaking the discussion, I thought the argrument was to remove streetlamps from decoration totals.

As I understand it, the worry is just about decorations (Fountains, streetlamps, statues) and other non structures (Mission terminals, trainers) counting against the civic structure limit with this new penalty of 75k for each structure over the cap on test center. I also wonder if cantinas, med centers and theaters count as civic structures for the sake of the cap, given that they are player owned.
