The above rank 3 means level 4 right? and the above rank 4 means 5 or Metro right?

I need to correct that wording in the next revision so it's clearer. "Above rank 3" means at rank 3 or above. "Above rank 4" means at rank 4 or above.
So Dantooine can have 20 cities of Rank 4-5.

For finding out which ones have shuttleport just use the map and select shuttleport in the right side. There you'll find a list of all the shuttleports in the planet. Not sure if you have to know which ones are player cities and which ones not. But ifnot you just need to know the names of the NPC cities. 
In the other hand, you could say that a rank 4 city may not have a shuttleport but I don't think that happens.
If none of the above fits you, well...you only have to ride around and look in every city on the map.
