Wow, I listened to all the advice. I have city events, I am a social mayor now, i listen to all requests and have a great city layou and more. But there is a town a little way off that is collapsing, so I took the opportunity to email some members to come to my town. I got responses and a guild of 21 members to move to my town, and more have moved in. In less than 2 months I will have a level 4 city. I'm sure its not the best anyone has done but I would like to share.

show people that you care, and they'll support you. it sounds obvious, but not everyone does it. best of luck with your newly expanded city
