I too was thinking "City Missions" would be something of an event which the mayor or militia started/hosted and the funds went to the treasury.
I was envisioning, for example, the mayor of a rebel city activates the mission and it spawns herds of imperials with AT-ST's to storm through the city. Kill them all, get 25k for treasury.
Would be cool.. but then again its lower on my city-wish-list than detailed revenue accounting and being able to place bazaar terminals and ID tents in player cities.
