Get some good crafters in town. Without reporting I can't know for sure, but I believe sales tax makes up the largest income for my town.
Our weekly maintenance is 715k. Over time the old taxes 2% sales, 500 income 5% property where generating a surplus. So I cut it to 250 income and 3% property and we are about even.
If you can do 10 million per week in sales with a 2% sales tax, that generates 200k. 10 million in sales is not that much, and it is paid by non-citizens for the most part.

I took over from the Founding Mayor - who reached a personal need for change - and wanted his skill points back. i won't fault him at all as a Mayor - he took office 30 minutes after the publish went live. But he wasn't terribly communicative about city affairs.
My first action was to issue a weekly report - detailing the financial affairs of the city (even though everyone can go see it). Within the first month - it became clear that Expenses exceeded income - and
Citizens offered donations! unsolicited. Specifically, a pair of artisans banded together to take on the cost ofour Research specialization!
So while I'm sure there are citizens complaining about every dime they're dunned for every where - there are those eager to pitch in and help as well.
Just get the word out!

My city currently does not have any taxes, it's funded completely by donations and we have plenty of money in the treasury. If you don't want to go with taxes I would recommend some type of money-raising event....a fun way to make money. I know of one city that does a service auction every month and they make tons of money.
