heh, one of the requirements to join our city is that the person has their own house, maintainance to keep it, plus can show intent to stay in our city (we don't want to deal with the inactivity timer.) haven't ran into problems yet, if they can't afford a house but still want to stay in a city there are several other cities around they can ask
