I guess I don't understand the logic behind limiting mission terminal levels, while continually having high lvl spawns occur naturally. Tat is after all, the home to Krayts and Tuskens, neither of which are suited for a beginner. They're out there naturally and a beginner can run across them. There almost should be zones on the planet map that are home to certain level spawns if they want to gate the creature levels. For most people, after a month of playing, there are no use for lvl 15 missions.
