Nope some require rank 4. I know for a fact research center has to be rank 4. Unfortunately as I was posting this I checked the FAQ and it only lists the specializations but not their corresponding ranks.just to that factnearly every level 3 city i know has Research Center (including mine)
Did your city drop a rank? When my city was rank 3 we only had medical center, entertainment district or stronghold I believe.

how long does it take to switch city specializations and for them to become effective?
a couple weeks ago i changed my city from a research to a medical center ....and instantly it went to a medical center and we started getting the extra buff bonus's.........what i would like to city is be able to swtich it back and forth from medical to research when something of high value is needed to be crafted....is this possible to have it take effect instantly?

It shouldn't take effect until your city updates at the next cycle. Say your update day is Sunday and you changeyour specialization from Medical to Research on Wednesday. You shouldn't see the effects of the Research until Sunday, and you will continue to have the effects of Medical until Sunday. At least that is how it always worked for us.

Ooo!
Improved Job Market for hunt night. Medical Center to heal everyone when they get back. Return to Research Center.
This has possibilities.

Is there no such thing anymore? I went to change our cities spec from Medical to Research and there was no options. Is this intended or a possible bug?

if the reason why you can't change it is that you can't find the "city information" tab, it's a known bug. the workaround is to wait or refresh the city hall terminal. other than that the specializations are still around.

Yes it does, quite well actually. It actually brings a ton of traffic into my city because of people using the mission terminals. Too bad the city doesn't get a kickback from the missions like the old bases used to.

No that is not the reason, I got to the place to select a specialization, but the only option was "None".

In this post-CU world, do any city specializations work?
Our city is a Med Center, which I don't think works anymore. So we want to change it.
