I got back from work late last night only to find my town hall had been distroyed

If you feel like trying again, see if you can get at least 10-15 people to move their houses to spots within 150m of the site of the City Hall. Then have them declare residences. Then place your City Hall. 150m isn't very far at all, so that was probably the problem (that not enough people had declared residences close to that spot).

IF you choose to try again, a little pre-prep is necessary, now that you know it doesn't work just to plop-and-hope. Good luck in your future! I'm sorry you lost your city hall, but kudos for trying!
