Actually as a neutral I CAN'T heal or trade withan overt or someone TEFd. No matter how many times I try, I can't do it. I've never managed to get a TEF while neutral.

I agree... waaay to long and I hope this does not pass the TC litmus test. 30 seconds is fine with me, I can live with 60 but no longer, anything more would be wrong.
I've read enough of these to see that there are "extreme" cases where an agressive malitia will target non-citizens as sport. While unfortunate, these cases are in the extreme minority. You cant change the entire game based on the few that don't play as you would like for them to. Whenever you get a group (in this case a very large group) of people online you are going to have a few that just want to irk others off. That's life. If there is a city that uses that power aggressively, then don't go to that city. Player cities are available. They are not guarunteed to be democracies, they are not guarunteed to be friendly and the devs did not make them so they were required to be so. This game is centered around the Star Wars Galaxy which is embroiled in a galactic civil war. Neutrals are not guarunteed to NEVER be killed, ask the neutrals on Alderaan.
While I sympathize with the situation that agressive malitia have upset some, the plain truth is that they are in the great minority. What is a more common situation is where a greifer player will come into a peaceful, non-agressive city and cause trouble for all the citizens. Hence the malitia, to get rid of the griefers that disturb the peace.

well.. there are two side to the story really...
so.. lets see.. how about this scenario
a guy (or gal) walks into town.. and start being abusive to your citizen (even role play) you could open up a ticket and send in a complaint.. but probably not going to be solve for a while... now what? you /warn him(or her) and wait 2 min.. in 2 min that person can cause even more grief.... I have met some sensitive people.. this can be bad and cause citizen to leaves... well.. so much for that (killing them off and /ban would be nice.. that way when they enter the city again.. it KOS kill on site)
other scenario...
a mean town militia just kill anyone who comes into the "their" city.. well.. that can be greifing too... but then we need a couple of changes.. 1. cloning center should display a little farther so people can choose to clone farther away and not end up again in griefting "cities" open a ticket and hope it gets resolve in 3 months.
Hmm interesting, most of the Mayors think this is a terrible idea but somehow I've been dropped to two stars on this post. Seems all the a holes we don't wantin our city don't like us complaining about this and making it not come into effect.

To be honest /citywarn is a joke. Even 30 seconds is enough time to ride of a city, even a metropolitan size one. Also that mayors are not able to kick citizens out of town is **edit**. Politician is a puppet without power,
just another skill wasting profession.

2 minutes is too long. Except, what about the case where the person is in the middle of something, like using a vendor or tending to a harvester? I'd say 1 minute would be a fine middle-ground. Although I'd go shorter sooner than longer. 45 seconds maybe.
Even if the citywarn is abused and someone gets killed undeservedly, they have an easy solution in the future: don't visit that town again, and tell everyone you meet about it.

Well the issue that we are bringing up is that 2 minutes is way too long, I see nothing wrong with a minute because if some people were having a little trouble running out of a city in 30 seconds then a minute should be fine.

Well then, as leader of my town militia perhaps I will authorize my officers to /citywarn ALL overt non-citizens (regardless of faction) on sight. That way they can choose to attack at will if these people make nuisances of themselves.
Sucky policy but until the devs change it back to 30 sec, I am left with very little choice. A powerless militia (even for 2 minutes) is no militia.
