Its fixed on Test Center, I suggest adding all citizens to your friends list, with the comment "Citizen," click organize by comment, selecting all "Citizen" tagged people, and clicking the mail button

my citizen email works, but I've been poli for a while now, and my city treasury does not need me to add money all the time we have a large amount in there to last a few months atleast and citizens add all the time, we don't use a sales tax so I'm not sure what that bug is and we only use a shuttle tax of 100, thinking of switching to a sales tax though so if you want to let me know what that bug is then I'll be good to go

The bug is, it doesn't work. Right now, if you implement a sales tax the money from the tax goes to the vendor, not the city. Hopefully this will get fixed soon.
