without reimbursment? kinda weird. does it mean "destroyed" and deed plopped in inventory and the city treasury is emptied?? or does it mean no deed? that would suck.

You do not get the deed back... you do not get back anything in the treasury... all civic buildings trainers decorations etc etc etc will go poof.

Place a city hall... you have way too many notifications that you will under no circumstances be able to retrieve this deed once you accept placement.

geez how many of you people here have actually placed a city hall?
