It has to be automatic. Humans just can not be trusted with such things. full stop. they wont give you that power.
besides i think that once they get it sorted instead of going condemmed, houses will be packed up. thus granting you your wish even sooner, and without any griefing.
Running a city has to be about keeping it vibrant. if houses drop as soon as the player runs out of money i for one will be alot happier to invite new players to my city. at the moment i just cant be sure a lvl 4 player is going to stick it out after the free month and give me another "dead house".
With house decay as it stands now Politician just involveswaiting for xp and sending those "vote for me" reminder emails. Im looking forward to the challenge of population control as well as keeping that population happy enough withwhat im doingto keepme in office.
This is a must to prevent ghost towns.

I think that we are no in a test phase, and as soon as the Devs feel the feature is working as intended, we will see a lot of houses go poof. A lot of cities will lose land and facilities, but there is a delay between the loss of citizens and the loss of facilities, giving mayors the ability to remove city structures befor they poof in the nect city update. This will also allow citizens who will soon be outside the city limits to pack up and move closer.
I guess if SOE wanted to give mayors a break, they could extend the grace period from a week to a month or tuen off the "auto-poof" completely for a while.
I also think that world peace would be nice.
