It was from the IGN Interview that Haden Blackman gave not long ago. They asked him the question
IGNPC: Where do ships reside? Is there a special docking area on each planet? Some sort of sub-orbital hitching post? Do players actually take off and land manually or does the game just warp the player between the planet surface and the stars?
Haden Blackman: Craft are stored on a player's datapad, similar to the storage of vehicles in the base game. Players deploy ships at Starports that currently serve as shuttle depots in the more populated cities.

Now I actually read this two ways. The first (and most obvious way) is to say that it only means the Starports in NPC based cities like Coronet, Bestine, etc. The other way I read it (and the one that is what you could say "this would be nice if it were true" way) is that it refers to the shuttleports at the larger player cities (Level 5 for example).
It was the words "that currently serve as shuttle depots in the more populated cities" that led me to that conclusion. I say that more from the fact that some of the NPC cities are not what you would call populated.
There was also this from the FAQ, " Finally, players will no longer be solely dependent upon thepublic shuttle system to travel between planets". Again it can be read either way - but the logistics of having 30 people run into say Coronet Starport and go "yoik" and pull out their x-wings and ties would be a sight to behold (though my feelings on that are that you double-click you datapad icon and boom - there you are in space). Spreading the load around then to the large player cities also makes sense from the stated aim of the devs - to increase the level of community and iteraction of player cities away from the static points.
I could be (and probably are) wrong on this. I sure hope not though as it was one of the original promises/suggestions made when PCs first got released and was considered at one stage to be the ultimate goal of having a player city.

"Starports" is the key word here. Not "shuttleports" but "starports" - which means the interplanetary ports. They're very distinct from "shuttleports" including having their own listings in the global maps.

Ii was reading the word "Starports" in a future tense, not in a present tense.

According to the Advanced player guide, you can place an exotic garden at any city level, but you need the Place Exotic Garden ability from Customization 4.
At level 1, you can place small gardens only. But if you have the ability from Customization 4, you can put down a small Dantooine garden or a small Endor garden.
