Hey, I don't mind. Charge the non-encumbant politicians for use of the city email function. Put the money into the treasury... yet another way of getting money for the budget.

You can also bulk email from your friends list, which still might be a pain withthe really large guilds. Also use the tags and comments to sort the listing to make highlighting them a snap.
