Thread: Grant Zoning Rights and Shuttleports
I'm sorry, but I honestly do not see why everyone is complaining about having their city far away from a transport hub (i.e. an NPC city such as Mos Eisley, Kaadara, Coronet, etc.) without having their very own shuttleport. What, exactly, is so horrible about running 3-4km to get to your home/factory/shop? Why is it such an issue with players that they'd rather create ghost towns to level up to a Level IV city before they consider the location even remotely usable? Our PA (Storm's End, Bloodfin) has our city nearly 5km away from Moenia and we all make the run on a fairly regular basis. Sure, a shuttleport would be nice to cut the time down, but I certainly don't see why it should -ever- be moved down to Novice Politician, nor even down to a Level III city, for that matter!
Your point may be valid in that such a movement of skill sets would add some incentive for a starting city to be placed farther away from the existing NPC cities, but I just do not think it would be in the best interests of everyone involved. While a shuttleport early on could encourage a city to grow, it might have the opposite effect. For example, say you start up a small city (5-10 players) right next to a popular POI (Krayt Graveyards, anyone?) and immediatly place a shuttleport. Where's the incentive for anyone to actually -move- to your city? If they can just shutle directly to it, hunt Krayts, and shuttle back to Mos Entha... Why move to your fledgling city? They would have no need to actually do so, simply because they can use your shuttleport to get where they need without having to contribute anything.. Such as lot space.

It's a catch22 situation.
Without a shuttleport early on, cities will tend to be as close as possible to existing cities as people don't want a 20min hike across aggro heaven, but by making them too easy to get, you risk the situation you describe, with 5-man cities popping up at every single camp spot
I don't think theres an easy answer to this at all, hence the devs sitting squarely on the side of caution - better to have less ports, than more camping grounds.
I really don't understand what people are complain about.. Shuttleport placing is in Fiscal 2.. that's a total of 60 votes needed to get that..
Shuttleports have to be placed in a level 4 city or higher.. which take ATLEAST 50 people.. Going by the bar min to advance..
Week one 5 votes.. week two 15 votes (20 total).. week three 30 votes (50 total).. week four 50 votes (100 total)..
Obviously that's MORE THAN ENOUGH to get fiscal 2 in time for shuttleports.. putting it in novice would just be pointless anyways.
Remember, it takes 4 weeks to get the possibility of a shuttleport, if you have the required amount of citizens.
I do have one question here that has to do with Shuttle Ports but not on the same topic here. Is there away to limit where you can fly to or fly in from? Would be nice to have a fee for each route so that maybe two seperate cities on the same planet can have a link to each other without all the planetar traffic mainly to be usedfor PvP. Ok hear me out:

Your City was rebel minded but lack the bases or maybe want less access to you bases
ok now if you could have a Shuttle and limited access you could just have a link to the RO so you would have access to the Recruiter for any raids and also to get reinforced during raids.
or another thought as an Imperial:
Your city doesn't have a base but does have Imp Mission Terminals and has major Overt memebers on most of the time
Your Shuttle is linked to another Imp City with a few bases
Using this setup the Rebels would affectively have to go thru both cities to get within strinking distances of the bases or have to hike long walks to get there.
I see some advantages for selective routes but again may ended up hindering sales and population.
