I really don't want to spoil the party ... but even if you find people willing to settle in your city ... who is going to grant the zoning rights so they can build houses and declare residence? Unless you are militia only the mayor can do that. Therefore I really suggest you sit it out and let the hall burn down - and yes, it's heartbreaking to do so but I think your only chance to start from scratch and make the city YOU want with the people dedicated enough to settle there and support you.

Good luck!

Is that what you're telling me?

Don't give up yet brad. We have a neutral, multi-pa town that isn't beholden to the pa's and that takes all citizens, has real voters, a city council and good plan. If you work hard and create other attractive features to the town you can convince people to move there. There are things you can build that don't require mayoral abilities, and things that you can do to improve the town that also do not require mayoral abilities. Not to give away my secrets, but think back on how people attracted residents to their pre-player-city-patch settlements.

But I don't have a master weaponsmith. Not for lack of trying, mind you. I suppose I could create an alt and grind one up, I do already have harvesters and such.

Agreed, My town is multi-pa with imperial and neutral citizens. People live there without be forced to join the faction or pa and we have not had any problems. Everyone enjoy the town.

Hah! Ow! HAHAHA! Ooowww!

Yes, I remember the days when recruiting a Master Weaponsmith was one of those things that lead to the sure success of the guild towns. There are many other crafters in demand though - even Tailors.

without militia powers... the town is doom (can't get more people in) but it seems you do have it..

so.. I would suggest try to save the town if possible (since you like the land) since they are zombie.. they need to be redeclare to count.. which is bad.. if little maint was put into it.. then you might be able watch and burn...

As for other "mocking" him... there are couple of things.. when people get together.. there are many ideas being toss back and forth.. sometimes you get a good feeling about a person that you can trust (even never met in real life) and things can happen... I would say try to save the town.. and once you are in.. those "zombies" will be your votes... (until their houses go poof) also remember.. since many cities have already "Establish" (we are level 4 cities with all the "trimmings") a brand new city without anything (when other players know that other cities have shuttleport and such) it is VERY hard to get people over to a new city without any civic stuff..... really..

It was easier for our city to get 10 people (our own PA) and recruit another PA to join up after we got mission terminal and med center with promise of growth... (since no one else have them...) it was WAY easier.. now we are like 5th week in? (which means upto level 5 city who qualify) so.. a bran new city with no amenities would have a much harder time to get establish
