Pull up the planet map for your planet, look under capitol, go there, find the capitol building. The trainer is usually on the steps.

From the FAQ stickied in the Read Me thread at the top of these forums:
Q: Where can I find a Politician trainer?
A: Politician trainers are located at the capitol building for a planet. On Corellia, the Politician trainer is found in Coronet at -218, -4500. On Tatooine, the Politician trainer is found in Bestine at -1125, -3616. On Naboo, the Politician trainer is found in Dee'ja Peak at 4702, -1368. On Rori, the Politician trainer is found in Narmle at -5165, -2461. Politician trainers may also be placed in player cities by a Mayor with Civic Policy II.

Once I got to where I could place trainers, I put one(politician) next to city hall. Much more convenient than having to shuttle back and forth. Not really what you were asking, but something thats so obvious a lot of people don't think about it.

I forgot I could do this at first and was running from my city to Bestine to get trained.

One of our former mayors had "pocket trainers." If someone needed a trainer, he'd drop 'em, instant training.

I drop one-time trainers for people frequently. Then they tend to remember to vote.

I'll have to try that. I usually have only 5-10 people out of a level 4 city that actually vote.

you can find one near the capitol of any of the starting cities... i used the one in coronet.
