I hate this email, all weeks, my char 'Cobra' (Major of CAPO City/Naboo/Chilastra) receive this "funny" email:

Subject: City Expansion Capped!
Your city CAPO City has qualified to increase to rank 3.
Unfortunately, we must deny your rank and land expansion request as there are too many large cities already on the planet.

but all weeks...!!!!
The city will have about 8 month, and always have the same "City Expansion Capped". We have about 50 citizens, and can't upgrade to next City level.
We can't:
- Register on the planetary map
- Be a Research Center (i have the XP to be Master Politician)
- have more land expansion.
- New advanced structures
- etc. etc. etc.
A lot our citizens go out of the City because it never grow.
Perhaps the developers can think: "if the City have about X months", the City can increase to next rank, or perhaps can take some next rank advantage like Registration on the planetary map, etc. wihtout have the next City rank.
Me and my Citizens hate this message all the weeks, We never increase to the next City level

that stinks, i hate all caps: city caps, structure item caps, city decoration caps, its dumb! Why do they do it!

because the database can't handle it? even if it could and you have a lot of stuff in one area, your client will lag to hell when updating (like coronet or theed)

i thought they were removing the cap for JTL. Oh please say they arent going back on this!

As Papi stated, its a necessary evil.
It controls player concentration which can lead to server instability.
You saw how people could mass in one place, protest and bring the server down which led to the mass gathering policy.
Well if you lifted the caps you could end up with the same thing, but unintentional.
The devs are responsible for the server and network performance.

I some what know how you feel. My city wasn't able to expand at one point cause of the cap but we got lucky. 8 months is a long time so I know its fustrating. Maybe one city will drop thats how we grew to our level.

we are stuck at level 3, with a max of 100 citizens we ve not been allowed to grow since the beginning. As second generation city we never had the chance to grow over 3 cause all lvl 4 have been used up by the 1st gen.
But it got worse. After more than half a year waiting on of waiting one of the level 4 cities has fallen.
But did we or any other stuck lvl3 city advance?

I spend weeks with talking and later quarreling around with the CSRs and their Supervisors. I tried to message Devs
But in the end all they told us was
"Sorry can t help, but we ll infor the devs about the bug. Thank s for your patience"
That has been months ago!

Don't worry mate, you're far from being alone in the same case
we have lvl 3 city with approx 70 citizen, 2nd gen city always capped... and yes, even with the disparition of a rank 4 city no other could advance... just weird and fu**ing boring !!!
the cap system is completly bugged and it's not a recent news, 6 month i point those bugs here and to CSR, but nothing changed of course (JTL was priority) now i wonder i we will finally get something or endlessly being screwed...
rank cap system are just the most boring thing of this game for a politician and urban planner... and add to this that "you're screwed" mail every week is just provocation !!!!!

as far as i remember GreenMarine is responsible for the city developement but it has already been promised about thousands of times, sure not worth much, that he will deal with the smuggler revamp after JTL, so we will have again to wait several months, till the devs will start to listen to our troubles, not talking about solving
Oh and by the way, cause the argument came up again.
The argument that the servers can t take more cities because of perfomance is nonsense, from the technical point of view (and yes before you ask, i m database and software engineer for 5 years now, so i know about technical things on databases and performance).
Most cities reduce the numbers of object in their radius and don t increase it !!!!
Cause like ours we have vast free areas, no miners can be placed in it and no critters spawn in them. So without having the city here we would have much more object s in this place.

as far as I know about SWG, this isn't true. however, the cap is placed because the devs wanted it in. if everyone can get a rank 5 city, then what's so special about having one?
I hope the character purge (whenever that happens) will take care of ghost towns and free up city rank slots. in the mean time, this isn't a bug so don't ask CSRs about it.
