You probably have a forgotten structure floating around somewhere or a remnant of when POB ships took 1 lot. Send in a CSR ticket via the in-game Holocron "Submit a Ticket" option and they can locate that missing lot for you.

I truly with this was the case. The toon I used to be Mayor is a crafter and had all 10 of his lots clear. When I placed the City Hall the first time, I went to 9 lots. When I was unable to gain 10 citizens and the City Hall went "POOF" I regained my lot. Not that I have placed the second City Hall, TA-DA! 9 lots again.
Also, when I went to declare residency in a house I planted, the system told me that the Mayor's primary residence is the City Hall and that I could not delare residency.
So, now I am confused. Please help clear up my iddy-biddy mind. I need help.

CSRs should still be able to clear this up for you. A City Hall is not supposed to take lots.
