Probably workable within the existing chat structure. Simply, every city has its own channel created upon creation of the city. Any citizen has an automatic /invite to that city chat (which is closed to the public otherwise).
We made a channel last night for the citizens who happened to be on, and it seemed to work ok, just some initial setup. If some of that were automated into a separate tab already set up, it would be an awesome feature.
Having made Master Politian and run my city since last year - the most commonly requested thing is this:
Can we have a dedicated chat channel for the citizens ?
It cant be hard surely ? the code is there for guild chat - in fact I run a guild solely so that every one can talk - but it seems a little waste of a guild hall - but the benefit has proved to be the survival of my town when others have fallen.
It promotes community and though our city is not dedicted to one path or another - at least we are a community and a dedicated chat channel for citizens only increases community - Isnt that the whole point of MMO's anyway ?
Please Please Please give citizens the ability to feel PART of their community WITHOUT having to be part of a guild
Ill promise to be a good Mayor if you give me that - and ill stop locking players up in lampost cages if they go AFK

I agree with ArthurP -
Just take the same idea as guild chat and apply it to cities. The reasoning behind this is that not everyone wants to be in a guild that caters to both PvPers and Craftsman - however a city would love to have both. So while they may not converse by means of guild chat, they could converse by means of city chat. You must be a citizen of they city to chat. Quite simple =)
Just create a macro to create your own city channel/chat.

I did that and update it when we have new citizens or citizens leave the community. A bit of work at first, but it works. You don't need to sit around and start a petition. Use the tools in the game to create your own.
