Have not been reading threads here much these days, but, would it not be cool if we could place "nobles", etc., in our player-placed structures in player cities?
You know, like they exist in npc city cantinas and the like? Maybe have them count as an "item" or what-not.

The closest thing you can do now within the confines of the game (and your idea is great) is to take deliver missions and just never talk to the initial NPC. Of course this does not work for characters that need to run missions but many crafters do not need to run missions and it does add to the general feel of a player city by having various NPC's hanging out.

npc mission terminals sound nice
these would be the pointless Escort style missions i think
i got loads of NPCs in my city on infinity all factional NPCs mind rebels stormtroopers imperial colonals and at-st. got these by placeing a factional base of each faction in parts of the city, then watch the NPCs spread out.

Cool! So, take deliver missions with my alts, and leave the npc's standing around.....heh....i have tons of alts.
Thanks for the advise.
But, think of it....if we could for example, "purchase" different types of npc to place in our city hall, hospitals, theaters, cloners, shuttleports, and cantinas. Maybe even select from the non-playable species, etc..
Now that would be a real treat for our mayors, make it a high level skill to "purchase" and place them.

The key is to get the deliver mission from a mission terminal in your player city, pick one that starts 50 to 100m away, that way the first NPC is right there in your player city.

Just look for missions where the start of the mission is close less than 100m away.

This used to work, but since a recent patch (I think it's the patch when the voting rules changed), I noticed that player city terminals did not seem to offer anymore of these missions. All the starting locations for delivery missions are placed in non-player cities. I submitted it as a bug...

Yes I just checked and it has changed
I stand corrected and confirmed that it is for both regular and factional delivery missions. I will /bug it on test center as well.
