Please read and use This Thread for this. It's a very recent thread on the same topic and should help you get an idea based on the feedback others have provided already.

that was kind of helpful but my friend and i cant actually figure out how to get the new people in the guild. we found some interested people and we brought them to the guild hall and we went to the terminal but we couldnt sponsor them into the guild... how do we do this without being the guild leader?

If you're not the guild leader, you will need to ask the leader to give you the ability to sponsor and accept members, then you will be able to recruit. To do this have him togo the Guild Terminal, Member Management, Find your name, select it, choose permissions and select sponsor, click ok, click accept, and click okay again. It should then show a + next to your names showing you now have that ability in the guild.

Yup, once he gives you the permissions what you'll need to do is take the perspective person to the guild terminal and it'll give you the option to sponsor them. Then once they accept the sponsoring, you'll need to use the terminal again to accept them.

a little off-topic, but is being in a guild where the leader has low activity a good idea?!?!

It really depends on the guild. The only 'real' role a leader has in a guild is to give out permissions for other people to recruit, kick players, goto war, etc.. other than that it's really just a title.
