Ok - I logged today with the new PA patch (14.1) - expecting to get an email that my guild leader has not been active for 30 days and we can hold an election....
No email - no one has seen our guild leader in 6 months to a year.....but I guess that does not guarantee that he has not logged in - in the last 30 days....but I am convinced the dude has not been on for a long time.
I went to the guild terminal - selected the member option hoping maybe to try to set my allegiance to someone else - the set allegiance option is no more....
I have 2 questions:
1. Assuming my guild leader has NOT logged in for 30 days - when should I expect to get the email that an election will occur? (I.E., when does the 14.1 patch begin to work?)
2. If my guild leader has been logging in - so the 14.1 patch/voting systemwill not be initiated - how do we then get a new guild leader - the set alleginace option did not appear today and I saw no options for voting etc?
Thanks!

It checks for activity once a week to see if its been 30 days. If he logs in at least once every 30 days there isn't a way to change leaders anymore, unless he acivates the election or transfers leadership.
To check his activity.. do /tip name 1 bank and it will deliver it once he logs in and you'll know if he is logging in or not.

A good question is also, if the check is for "Character logged in" or "Account logged in".
If its the second, he could play on another server, but the election would never start.
