It isn't going to happen. They've stated that. Combat groups will remain at level 8 because they have designed combat around 8 people groups for group encounters and it also helps to define profession roles since you can't have 2-3 of every type in your group. It makes you make decisions, it's a good change for the game.

For Space, they've already handled it since you can invite people who aren't in your group to space with you through the interface. As for Entertainer groups who do need 20 for better performances, they'll be working on a mechanic for them as well. But Combat groups will not be changed to go back above 8 people. That's been stated by the developers.
