As of this post I put in the request for a name change and symbol change as of 1 week and 3hrs ago. It said everything ok and valid. When will it change?

There used to be a bug where the name sometimes wouldnt change when it was ment to. So the best i can say is try and change it again and remember that you have to change both the name and the tag

I changed both the name and the tag twice. Changed it once, waited a week, nothing. Changed it again, waited another week, nothing.
I recieved no error messages, nothing. It said everything was acceptable and gave me no trouble.

For reference.... I am trying to change the current name & tag (Roughneck Warriors <RW>
to (Roughneck Brotherhood <RW>.
to (Roughneck Brotherhood <RW>.RB used to exist but was disbanded back in the day. RW also existed at the same time as RB. I am trying to recreate RB so that the people who only PvP can stay in RW. Grinders, crafters, buffers, PvEers, etc will all stay in RB. PvPers go in RW.
Basically rather than disband the 100 ppl in RW. I want to change it to the old guild of RB so that the 20-30 pvpers can leave to form RW. This way it saves the hassels of including the inactives/ppl on breaks.

It wont change in the case where the tag is used by someone else during the week that u requested it. Try another tag thats probably whats causing it.
