I was recently made a PA leader this was done by using the option at a pa hall one of my alts owns and who is a member of the guild call him alt1.
alt2 the new leader does not own that hall nordid the leader who transfered leadership to alt 2,but when the option was used 5 lots were used up on alt 2, does this mean that although alt 2 does not own any halls he still loses 5 lots for being a PA leader? Will there be any problems with doing it like this? does alt2 now own the hall that was owned by alt1?

hmmm...strange, sounds like a bug to me. /bug it in game and send a CSR ticket if i were you.
The way it should have worked was, the hall stayed where it was, you are asked if you have 5 spare lots and you have to have them to transfer leadership (it was left in from when you had to take the hall onto you own lot's, but this shouldnt be the case now.) The hall should stay where it was and you should still have 5 spare lots, you just need 5 spare to take leadership in the first place. So as i said it doesnt sound like that should have happened, from what i have read.

PA leader does not need to own the hall. If it took up 5 lots, you probably own the hall. Look at the status from the structure management terminal to find out.
It will however, prompt you when the hall is transfered to you but it shouldn't actually use any lots. It will force you to make sure you have 5 free as if it were going to give you the hall which I believe is a bug.

I came across a similar issue.
2 PA Halls, owned by 2 seperate guild members (not the leader or soon to be leader)
I tried to transfer leadership and it gave me an error like "no one with that name is close to you".
even when the other person was at the terminal with me.
When I contacted a CSR they said to...
put the PA hall back in the leaders name.
tranfer leadership to new leader (he now has the PA in his name).
then transfer it back to the 3rd person who orginally owned the PA hall.
I didn't care to go through all that, so I'm still the leader

Don't have the person stand directly on the terminal, have them stand about 5 meters away from it. Type their name EXACTLY as it appears in game. If its MyNaMe IsJoE type their name exactly like that. You have to capitolize it exactly as they did and use their last name or it will not find them. They also must have 5 free lots regardless of whether they are taking the hall or not when direct transfer is used (Which is a bug).

hey I m having a similar problem:
I started a guild , only had 3 free lots (and no alt) the houses are full with precious stuff and maintenance is paid for the next year...
so redeeding them is what I wan tto avoid at all cost!
now I made a friend set up the guildhall . hes leader now. as he tried to make me leader it said " no free lots ,dude".
okay, heres my question :
IF we vote a new leader (me), will I need 5 free lots to become leader ?
thnx,
Rokko

No, if you go through the vote you shouldn't need the free lots.

Ok, you need 5 members in 7 days for a PA to stay, you can make a PA for your self, but as you said it will disband after 7 days so you will need to remake it again. When the guild gets disbanded, either by you or the system (or in some cases a CSR) the guild hall will NOT get deleted it will stay there and you just chose from the term to start a guild, though you have to have it on your lots to start a guild.
