Well, allowing this would enable mixed faction PAs go into battle with a fleet of invulnerable healers.
PA Imps attack Rebs
PA Neutrals heal PA Imps
Rebs cannot attack the healing PA Neutrals
OR
PA Imps attack Rebs
PA Rebs heal PA Imps
Rebs cannot attack the healing PA Rebs
Preventing you from healing members of a different faction (or neutrals healing factionals) It isn't a perfect solution, but I think it is the only one they have the means to code in at this time.
I understand where you're coming from here, however, based on my limited experience with our PA war with the JUGs, very few of our members were factioned at that time. I know most of the people I was trying to heal in my PA were neutral, as was I. I had assumed that the "war" created a TEF on them whenever we were attacked and/or killed.
Not having tried this in a GCW faction environment how does it work now? Can rebels heal rebels? Imps heal Imps? I know as a neutral I couldn't heal a factional player if they had a TEF (get the unwise to heal message again). Granted I think that there should be an option for you to accept the responsibility of healing someone as opposed to just preventing you from doing so. Yeah, maybe that means you get a TEF, but at least you have the choice.
Being a participant in a PA war, healers, as members of a warring PA are attackable. It has nothing to do with whether or not they are rebel or imperial.
