this is actually supposed to be a feature, and is listed under the online manual near the bottom of this page

My guess is it is bugged... or they took it out and never decided to update the manual
an update on this would be great 
PA Leaders and members with the +Title permission can give members custom titles. However, they don't appear anywhere and they don't signify any other abilities or permissions. I think you can see these titles by targeting someone in a PA and typing /guildstatus?
Making better use of a rank / title system is one of my suggestions. While I'm trying to push the serious bugs out of the way first (the ones PAs have had to disband over 
) I hope we can start getting to feature requests soon!
The filter on the "Titles Feature" is unreal. It won't even take the word "Officer"
I like this idea. I know we have several people holding positions in our guild (Hunt Master, Recruiter, etc.) and it is difficult at times to remember who is who. We are a small, but loyal guild (Legion of Doom -LOD, Radiant) but I still have difficulty remembering who is who.
Come to think of it, this would be a good idea for player cities, and their representatives.....

Yes, the only place one can view guild titles are by using the Guild Management Terminal and finding the memberlist.
One can also view his own guild title by bringing up the Character Sheet (ctrl+c default) - it is noted next to the "Name" <Guild> in the upper left corner with [Title].
Would be great if guild titles either showed up in /examine or some sort of /guildstatus.
I agree with Steelheart, the filter is just extreme. Tried to give a member the title 'Cheif Engineer' - nope. Wonder who has that title copyrighted / who finds it offensive.
