Your plan is just fine, so long as you aren't already in a guild. Some people just use the Halls as houses and never start a guild with them, but the person who placed it could start the guild at any time if they wished. If a person who is currently in a guild places a Hall they won't get the option to start a new guild with it, the Hall will be configured to work with the existing guild.

I am going to be starting a guild in the near future and I was just wondering if you can place the guild hall and not for the guild right away. I want to have it up and get it ready with some furniture and other cool stuff before I physically form/name the guild. Is it possible to do this, or do you have to establish it right away?
