Sorry x10 if this is in fact in the stickied threads, I looked for quite a while and just didn't see it.
I started a guild etc, etc.... I see how the interface works and all... what I'm wondering about is, I can't seem to allow another member to Change Permissions. I can do it, the option is right there under Title, Kick, etc, but I can't give the other "leader" of the guild the right to change permissions on others. A friend who started his own guild says I must have some problem or something as he was able to do it with his members. I obviously have no way of verifying that, but is it a bug? Or just not possible?

It is not possible to allow other members to set permissions, ONLY the leader has that ability. If you're friend actually was able to do this, it was most likely a bug but this is the first I've ever heard of it before so it doesn't seem likely that he was able to actually do it.
The reason that only the leader can alter permissions is otherwise anyone in the guild could revoke the leaders ability to manage the guild.

Very nice answer, thanks Rothin. It would kinda suck to have your guild suddenly taken over by someone else, but would be nice to let someone else at least grant Guild Email rights 
And I assume from what you say that my friend just misunderstood what I was asking.... or something
