Look at all these wanna-be Rothins.. I swear man... 
To touch on your question, the best place is your Galaxy forum by far for recruiting for both your city and your guild, there should be Stickies at the top for both subjects. I'd drop those recruitments there. Sometimes the mods will let you get away with a general thread in the Galaxy forum, but I'd suggest the sticky.
As for the rest, I've always found the best method for recruitment is not handing out items or offering incentives. When you do that you tend to get people who are in it for the items and not for the guild which will end up causing problems in the long run with them expecting free items or getting very greedy. My suggestion for recruiting is making a well though out pitch about who you are and what your guild is about and mention in it the type of people you'd like to join. The best method for in game recruitment is simply going out with someone on a few different nights, play with them, chat with them and just get to know them and then if they are a good fit for your guild, invite them. Try not to pitch a guild invite too quickly or you may make them uninterested. Generally, make the person your friend first and then your guildmate. The guild overall will benefit from it.

thanx bud...but yeah that has eemed to be the best way...that is what i have been doing it just akes forever...lol....and very time consuming...but hey guild and city have to prosper right....lol

Hey Rothin....I am guild leader and Mayor of my city.....just a quick question......Which forum is the best to post for recruitment? Without everyone flaming it? And maybe what is best technique? I mean we are very picky on who we take in and I also don't believe the " Here's a free speeder, house and 100k if you join" thing...I will give that if you need not just to have a body...ya know?

i'm not rothin (duh!
) but You can really only post them in the stickys on the top of your galaxy forum. As mods are locking post on the galaxy forums (but not in the stickies) that are recruiting for guilds and citys. If your server has a unoffical web site set up by players you might also want to place it there, depending on their rules.
Also if you are running guild hunts invite some non guildies along, i got some of my best guild members from these sorts of hunts, we were hunting naffs outside corolag and this was only a few months ago. This is very fun and you might get some new guild members from it.
As i said im not Rothin but i hope this is useful to you.

yeah...have thought about that too....it is just ridiculous the "Join us and get this spam"I mean that is the reason (to me anyways) to have a guild/city is inloving yourself in the building in it not just warm bodies...and it is a little discouraging....but the best way I have found so far is just putting in the overtime finding people that aren't guilded and examining them and just sending tell strike up convo and then see if they are what we want and if that's what they are looking for...but that just takes forever...lol....but thx though

Yea, dont really like people who spam for their guild. although i did that in the first 2 weeks of mine but i just found that i only got the "weird" people sending me tell's
. So i soon stopped that and just told my members that if they see any one that might be "for the guild" so to speak to get them to send me a tell. This worked quite well and we also got a few new members this way. Also we got members from them reading the stickies and replying to people who ask on the forums. Not saying join my guild but just give them advice as to which guilds are good and sometimes they like you helping and join yours. It's just getting the right balance of these things. But if you want the best members then you are going to have to spend time talking to them seeing if the are right for the guild ect...

I'm the same way...Granted...We got some really good members that way...And bumped our numbers up over 80......But it was all useless...because about 60 of them just disappeared over a month.
Now I am VERY picky about how we let in. Got to get along with the guild for one. Granted...Most of my guild members are what some people would call wierd...Like our Rodian....Named Panicinwa Iliketoeatbugs. Fat rodian with a jetpack. But he's the one that goes to the vette to get the guild AV-21 stuff, and one of my best friends.

And yes, it does take longer to do things this way but it pays off for the guild and city overall in the long run. Plus the people you recruit with this method are much more loyal and likely to stay through any rough times you may go through since they were your friend first.
