I'd like to get your all's thoughts on this. I'm forming a new guild with a small number of in game friends who are veteran players tired of the way guilds we have belonged to ran.
This is probably more suitable for a Rebal aligned guild than Imperial, as it attempts to introduce a measure of democratic control and the delegation of authority. Also, we want a workable "probation" system to weed out members we can't get along with BEFORE they are residents of the guild city and can cause problems if they are /kicked.
Also, I would like to see the guild "allegiance" system run more like the mayoral election in that it is a REAL election where non votes are NOT votes for the incumbent!
Proposed Guild Constitution
Article I: General Organization
The guild shall be composed of five types of members falling into
these categories:
Chief Executive (Guild Leader)
Guild Council (also Guild Leaders)
Senior Guild Member (Militia/Recruiter)
Guild Member (Regular)
Guild Member (Probationary)
Article II: Legislative, Guild Council
The Guild Council shall be composed of not less than 5, and not more
than 12 well established senior guild members. The Guild Leader is
him/herself a member of the council and presides over all meetings, as
is the mayor, if the guild controls a city, and that person is both a
member of the guild, and was the council's endorsed candidate.
The council shall have full guild leader powers as can be assigned to
them in the guild terminals, and shall have as much city powers as can
be granted in the city terminal, if the guild should be in control of
it's home city. This should include at the very least, the ability to
recruit to guild and grant zoning rights (militia). Council members
should be experienced players, with established careers, as well as
the fiscal means to be secure financially in game.
The council does not serve a set term, but serves so long as they
wish, or have the confidence of the rest of the council. A member may
resign at any time, and a replacement will be chosen by the council.
There shall also be established in game a special guild council chat
channel that all members of the council and other guild officers have
access to, as well as a special forum and possibly special areas on a
future guild website.
Council guidelines, responsibilities and powers:
1. The council should have both combat and non combat professions
represented on it.
2. The council, by majority vote, endorses the official candidates for
both Guild Leader and Mayor (if the guild is in control of a city).
3. Council members have the power to decide (individually) who is to

requires unanimous vote (the subject of the removal vote may never
vote).
6. The council chooses its own members by unanimous vote.
7. No council meeting is official if less than 2/3rds of the members
are not in attendance.
8. Council members must be able to be contacted on and off line
outside the game by the rest of the council.

reserved to the council as a whole, in an emergency situation, subject
to later council ratification, in the event 5 council members are
unable to attend a meeting.
7. Leaders may elevate members to senior guild members.
8. The Guild Leader has the discretion to remove any member not of
council rank at his/her discretion, or to remove senior status to any
member granted such.
9. The Guild Leader shall grant at his/her discretion special guild
titles in recognition of special service to the guild.
B. Mayor
Should the guild choose to start, or should come into control of a
player city, then a person shall be chosen from among the council to
stand for election as mayor. The mayor is subject to the game rules
and times for election, and to continue as mayor must receive the
council's endorsement as well as the majority vote of the city's
citizens.
Mayor guidelines, responsibilities and powers
1. The mayor has all responsibilities and powers as a member of the

2. The mayor is responsible for placing civic structures, and managing
taxes and city revenue.
3. The mayor sets all tax and fee rates.
4. The mayor is responsible for granting militia to all council
members and the senior guild members.
5. The mayor sets the city specializations, as well as any other
function under the Politician profession not specifically listed here.
6. The mayor is responsible for remaining popular enough to receive
enough votes to remain in office.
7. The mayor is responsible for managing maintenance on civic
structures, and informing the rest of the council if there is any
deficit or shortfall. They are not obligated to make up shortfalls
solely from their own funds, as the city is a shared responsibility.
8. The mayor must work closely with the Guild Leader and council to
harmonize and balance city interests with guild interests.
9. The mayor should be considered second in rank in the Executive
Branch only to the Guild Leader, and may act in the Guild Leader's
stead in their absence.
C. Senior Guild Members (Militia/Recruiters)
Senior members are well established, trusted, veteran members of the
guild who are granted certain extra responsibilities by the Leader,
mayor, or council, but do not hold any of those offices. They are
considered candidates for council membership, or may possibly be
former members of the council who have stepped down because of other
obligations, or the need to be "out of game" for a time. Senior guild
members should (but do not necessarily) have militia ability as well
as guild recruitment ability. Their main job is to assist the council
members with recruiting, events, and with mentoring and assessing
probationary members. They may be given access to the guild council
chat channel and forum.

Guild members are regular members who have been accepted as full
members of the guild. They may request and be granted zoning rights
to place a house or other structure within the guild city (if
applicable) by a guild officer or militia member. Guild members may

Probationary members are new recruits to the guild who have not yet
been elevated to full member status. They are to be assigned a mentor
from among the council, or among the senior guild members to monitor
their progress and assess their compatibility with the guild's
objectives and membership.
The probationary membership process includes:
1. A probationary member is not granted zoning rights, and may not
place any structure inside the guild city and thus become a voting
citizen (if applicable). They will be given admin rights to a guild
house set aside for probationary members so they may store items
within the city.
2. A probationary member cannot be granted any kind of special guild
office or power, such as recruitment or militia.
3. A probationary member will be given access to the standard guild
chat channel, but not to any special mailing list, forum, or
restricted area of the guild web site.
4. There is no set time frame for promotion to regular status, this is
a totally subjective process of the assigned mentor and the
council/leadership. As each new member is an individual, so must each
process be individual. The process generally could take from several
hours to several days to several weeks depending on the individual.
5. All possible effort should be made to give the probationary member
the opportunity to win acceptance.
6. Probationary members may be removed from the guild by any member of
the council, or by their assigned mentor, but should consult the
council before doing so.
Article III: Judiciary/Disciplinary
The judiciary branch consists of the council as jury with the Guild
Leader as the chief judge to resolve disputes and take disciplinary
action not specified in the articles above.
No subject of disciplinary action, nor their accuser may sit as judge
or as jury on their own case. Each side will be given equal chance to
state their case and the verdict is by majority vote.
In many cases, the Guild Leader, officers, and council may take
disciplinary action against an offender at their discretion, on the
spot, and this trial process may be used as a method of appeal.
Some grounds for disciplinary action/guild removal include:
1. Taking action that discredits the name and membership of the guild.
2. Violating the game Terms of Service
3. Treason against the guild
4. Becoming a member of the opposite faction
5. Harassing another guild member
6. Harassing other players
7. Abuse of power
8. Willfully killing a guild member
9. Hunting a guild Jedi

Jedi members of the guild are themselves to be considered of council
rank (if not already on the guild council) and themselves are a
council apart from the main council to resolve all Jedi related issues
in the guild. The Jedi Council's own governance is up to its
membership, but is expected to obey all guild guidelines and rules as
well as follow a similar democratic process.

Looks very good to me. In our guild we have a Council of 5 who lead in a democratice fashion. The Guildleader is a council member but all share power equally. We differ somewhat from your model in that we have "Directors" who run various departments such as Information, Crafting, Rebel operations (PvP), Recruiting and such. These players are all militia and have sponsoring rights. We thenhave full members and recruits.
The only caution I would see is yourposition on Jedi.I would not make all Jedi = to Council members. I would have 1 jedi named to the council or have one named as a senior member who then is in charge of the training and support of the rest of the guilds jedi. But that is just my opinion.

4. There is no set time frame for promotion to regular status, this is
a totally subjective process of the assigned mentor and the
council/leadership. As each new member is an individual, so must each
process be individual. The process generally could take from several
hours to several days to several weeks depending on the individual.
5. All possible effort should be made to give the probationary member
the opportunity to win acceptance.
6. Probationary members may be removed from the guild by any member of
the council, or by their assigned mentor, but should consult the
council before doing so.
Article III: Judiciary/Disciplinary
The judiciary branch consists of the council as jury with the Guild
Leader as the chief judge to resolve disputes and take disciplinary
action not specified in the articles above.
No subject of disciplinary action, nor their accuser may sit as judge
or as jury on their own case. Each side will be given equal chance to
state their case and the verdict is by majority vote.
In many cases, the Guild Leader, officers, and council may take
disciplinary action against an offender at their discretion, on the
spot, and this trial process may be used as a method of appeal.
Some grounds for disciplinary action/guild removal include:
1. Taking action that discredits the name and membership of the guild.
2. Violating the game Terms of Service
3. Treason against the guild
4. Becoming a member of the opposite faction
5. Harassing another guild member
6. Harassing other players
7. Abuse of power
8. Willfully killing a guild member
9. Hunting a guild Jedi
Article IV: Jedi
Jedi members of the guild are themselves to be considered of council
rank (if not already on the guild council) and themselves are a
council apart from the main council to resolve all Jedi related issues
in the guild. The Jedi Council's own governance is up to its
membership, but is expected to obey all guild guidelines and rules as
well as follow a similar democratic process.

I just wrote up a constitution for our own guild. Compare with this one....
Player Association Constitution
Section 1 – Vision Statement
The Player Association was founded with certain distinct objectives, and as Starwars Galaxies Online changes and our Player Association evolves the specifics may change, but this constitution stands to be a set of rules for our self-governing group.
The PAwas founded on the principals of honor, trust, love, friendliness, and respect - values that are common between people in all walks of life. We promote these common values that we believe people from Christians to Buddhists and even those of no religion may believe in. Many of the PA's members are established family leaders in real lives - husbands, wives, brothers and sisters - and we try to reflect this in our game play. This is why some strict rules are enforced on players in the way of foul language, foul play, etc. But we are open to all who want to be a part of our gaming fun, the restrictions are only limited to good behavior for the most part.
Our main goal in this PA is to have fun, members should enjoy the game more as a part of this PA than they would solo. There are a few key areas what we will support having fun:
Support – SWGO is a complex and sometimes very difficult game, and everyone needs help from time to time. As the PA offers to help its members, the members must be willing to help the PA.
Focus – Although we are not a pure focus PA, meaning that we don't focus on just one aspect of the game, like crafting or player versus player combat, we do have a focus on the Rebel Alliance and the Galactic Civil War. This means that we will participate in many different aspects of the game to assist the Rebel Alliance such as PVP, PVE via missions, quests, crafting, commerce, city planning and politics, and everything in between.
Recruiting – The PA started with just 5 members in the very early days of SWGO, very few of those founding members are still active in the game, yet the PA is still a strong guild. The reason is that we constantly look for and recruit mature players. Maturity has nothing to do with age, but is an attitude about the game. The PA does not have a goal to be the biggest PA, or the best PA, but would consider it the highest honor to be the most respected PA.
Section 2 – Organizational Structure
To support the vision of the PA, we have devised a structure that has a set of checks and balances. This structure will change over time, and the structure itself provides a mechanism for modification. The goals of the structure are to keep a small leadership team so that votes can take place quickly, but that the best interest of the entire guild is supported. In addition to that leadership team, a set of officers help guide the guild and provide assistance to other guild members.
Leadership Council – The leadership council is responsible for leading and voting on all player association issues, not explicitly defined elsewhere, and retains all responsibilities of an officer. The Leadership council consists of 5 equal members; these members must have been part of the officer council prior to becoming a leader. The existing Leadership council selects a leader in adherence with PA voting guidelines; in the event of a tie, the vote shall be expanded to the entire officer council. All members of the Leadership council have full access and administrative rights to the Forum.
City Leader – One member of the leadership council is responsible for all city organization, and may delegate city management to the appropriate officers.
Recruitment Leader – Two members of the leadership council are responsible for recruitment, and may delegate recruitment tasks to the appropriate officers.
Event Leader – Two members of the leadership council are responsible for Event Coordination, and may delegate event tasks to the appropriate officers.
Officers Council – The Officer council has at least 7 members, there will always be an odd number of officers that is approximately 10% of the current player association membership. Officers must make a reasonable attempt to be on the current Voice Server when they are online with their player character. Officers must make a reasonable attempt to participate in recruiting new guild members. All member responsibilities must also be upheld. All members of the Officer Council have access into the Officer forum and can moderate the remaining forums. The Leadership council selects officers in adherence with the PA voting guidelines. C
ity Officer – One member of the officer council is responsible for assisting the City Leader with city organization.
Recruitment Officer – Three or more members of the officer council are responsible for assisting the recruitment leaders with recruiting new members.
Event Officer – Three or more members of the officer council are responsible for assisting the Event Leaders with event creation and management.
Membership – Members must join the Rebel Alliance. Members must be a citizen of the RAID sponsored city within 1 week of being accepted into RAID. Any exceptions to the membership rules must be temporary for no longer than 30 days, and voted for by the leadership unanimously. Members have access into the Members only area of the forums.
Elder council – The Elder council have no privileges or responsibilities that do not apply to the general membership except that they have full access to the forums. The intent is to allow senior members of the PA to provide leadership guidance to the existing leadership council and officer council.
Section 3 – Joining
A prospective Member must post an application. They must be declared Rebel. They must be sponsored for 3 days; an officer must submit a poll for vote and discussion. As soon as the prospective member gets 5 votes for, assuming they have no votes against, they can be tagged. If they have 1 vote against they need 9 votes for. If they have more than 1 vote against, their application is denied.
Section 4 – Voting
All voting will be done via the Forum. Any officer or leader may bring up an item for discussion and should clearly state the options for resolution. Other officers or leaders then have at least 3 days to discuss the issue and their position. After that period, a member of the leadership council can call the issue to vote in the leadership forum, everyone has 3 days to post his or her vote. The preferred mechanism for vote is to use a forum poll, if a forum poll is not used, the leader posting the vote must explicitly state that there is a vote, and each response must explicitly state their vote.
Section 5 – Violations
Any member in violation of a rule must first receive an in game e-mail from an officer or leader, which states the rule and how it was violated. If the violation is of a compliance nature, the member then has 1 week to comply. If the member violates the rule again, or fails to comply they may be removed from the guild by vote of the leadership council. The vote is not to decide whether or not to remove the member, but is to decide of the rule has been broken. If the rule has been broken, the member will be asked to remove him or herself, and has seven (7) days to appeal. If the member does not appeal the member may be removed from the guild by a leader. If the violation is specific to an officer or leader responsibilities, the same process applies, except the penalty would be demotion instead of removal.
Section 6 – Threat to the Player Association
If for some reason a member is thought to be a threat to the PA, any leader may immediately remove the member from the guild. At that point the leadership would vote to approve the removal. If the removal is not approved a vote must be taken to decide of the leader abused their privilege. If a leader or officer has been determined to have abused their privilege, violation rules would apply.
Section 7 – Voluntary removal from the Player Association
Any member may remove himself or herself from the guild at anytime with no repercussion from any guild member.
Section 8 – Changes to the Player Association Constitution
Changes to the Constitution must be voted on by the officers and leadership, and can only pass with 2/3rds majority vote. There is no time limit on this vote.

Wow thats a big old list. i read some of it and what i saw looks very good 
When i was a guild leader i had me and 4 other [but 2 disapeared about a month after i started the guild
] So it was really me and 2 others making all the big decisions in the guild before we brought them to the other members to see what they thought. Also when my guild was established (Sp??) a bit more i also had a PvE and PvP corrodinator. but i fell out with my PvP guy and he left the guild. lol and my PvE corrodinator also left the game, without telling us. You can sorta see what happened to the rest of my guild...lol but thats something else to talk about.
