To put up a Generic PA, do I have to be a guild leader, or even in a guild? Or can I just put it up as normal residence?

At first I thought this was a recruitment thread. *whew* lol
But to answer your question, you don't have to be in a guild to place a guild hall as a residence. You can simply purchase one and use it as a house if you like.
