Lets put it this way... Guild advertisment is hard. The only real way to get good advertisment is by spamming your time away in Coronet or Theed. So, I have an idea...
What if we could get guild billboards. Where a guild could post the guild name, size, location, and all the good stuff about them, to place in a public area for all to see. Lets say if every guild got one billboard, could place it anywhere with vacant land, except in cites where there would be certain premade spots that boards could go (out of the way but still in sight). As for the downside of advertising would be a fee.
Now there are two sides of this you could go...Either guilds can only advertise with however many/little people they have...or...every guild gets to no matter their status.
I also think it would be cool to have guild flags.Such as a make your own flag, or select the flag off a list. With this you could show what faction your guild is, or if your guild does pvp/pve.
Personaly i think that the PA Hall name doesnt do Jack for advertisment. This flag idea could also be implemented for vender malls, or cities even.
Another idea is have terminals in the major cities with a list of guilds that are recruiting so people don't have to go around spamming "INTERESTED IN JOINING A GUILD PST!!!" Spamming only ads to lag so you could also look at this as an anti lag investment. 
You could put my previously stated idea about the advertising fees and slap them onto this one. All in all... I just want some way to advertise...

Bymake your own flag Imean, Chose the background color, chose the symbol on it, and chose the size/design. Not really that hard to do

Then pretty much we are on the same page on that one. The devs would have to put in multiple designes and different guilds can choose the design and colors. But don't look for it to happen to soon. There are several other things the PA system needs prior to this good change.

We have been asking for some of these features for a while, but every post we get something new out of it to add into the request.
I'd like to see each one of these added to the game, but since they would require a bit of programming time (and probably more than just a bit for a message board type system) it will probably be quite some time, if ever, that we see them in game. We just need the Devs to give PAs a little love and then we'll get probably a lot of the items we ask for since most of them are simple in nature. The bigger ones like these though will take more time to convince them. But we can hope!

I don't really know what to say about advertisement. I don't spam for my guild any more the only reason I did it was to make sure we kept our shuttle port. I will always believe the best way to get new guild memebers is to hunt with them.
Now for the flags this is a good Idea but would need some tweeking. First the devs will not put in flag designs that only one guild could use. It would take to much work. What the devs can do is create different flag designs that can also have their colors changed. Though people would have some of the same designs it would be different colors.
And last but not least I've very very very rarely seen anyone spamming to join a guild. Though I have seen it happen it does not happen enough to where it really makes a difference.

There are many ways to promote your guild to attract members. Spamming at major starports makes you look desperate for members which can turn many players off. Here are some ideas:
- Your server's message board thread
Post your guild information on your server's board including contact names if they are interested to join. - Third-party Web sites
Many third-party Web sites allow you to post information about your guild and helps the site enhance their content. Some sites include SWGwarcry.com and SWGvault.com. - Your character profile
Add information about your guild in your profile
The above are ways to promote your guild. Here are a few things you can do to enhance your guild. - Guild Message board
Message boards are faily easy to acquire, set-up and maintain. In many cases, they are free! Visit any guild web site or message board and the message board provider is usually listed towards the bottom of the Web page. Start a section for "potential members" and allow them to post info about themselves and correspnd with your guild before joining. - Guild Web site
In some cases, you may want to develop a Web site, although I think a message board is fine. Web sites require additional costs and mainteanance. I devleoped a Web site simply to feed my creative appetite but it was well worth the effort.
Other recomendations to help recruit... - Have a purpose!
The foundation of any guild is group activities and building a community. Setting goals for membership and activities will help greatly. For example, we have members whos sole responsability is to ensure at least 2 official guild events a week, and help other members organize and promote spontaneous group actvities.
We also have set a limit to the number of members we wish to have. Our cap is at 75. Once you consider your cap, set modest growth goals to get there; grow too fast and you risk acquiring less-than-desirable personalities; too slow and everything may come to a grinding halt. I find accelerated growth to be a guild-killer.
