Thread: A question concerning PA's and City Halls..

Hello, I was going to be starting a new Player Association on the Chilastra server over the next few days, with about 10 houses (maybe more). Over the next few weeks to a month, I was also going to start up a new City. The question I have though.. will I be able to build my city around my PA Guild Hall without having to pick up and move everything? Or will the buildings interfere with my 500m radius that I'm supposed to have with Cities?
I just wanted to start the PA first, recruit a few members for it.. and then build a city, starting with the members that I recruited.

Existing buildings are automatically incorporated into the city when the City Hall is placed. However.. you need to know that your city does not start out with a 500 meter radius, it starts at 150 meters as a level one city (I think that's the right amount of distance, check the Politician forum to be sure) and you'll need 15 citizens to move up to the next level which will take it to 200 meters. It slowly rises in distance from the City Hall as your citizen count goes up. It takes a total ot 85 citizens (55 to get the shuttleport at level 4) to reach level 5 and the maximum distance a city can be.
You also need to know that the cities per planet does have a cap as to how many high level cities a planet can sustain. Naboo, Corellia, and Tatooine have low caps which are around 20 if my memory serves correctly, where as places like Lok, Dantooine, Rori, and Talus have much, much higher caps. I'd suggest building on one of those planets if your intention is to have a large city. Otherwise, you'll have to wait until other cities fall before yours can move higher.

You can have the PA Hall and start the guild without placing any houses. You only need 5 people to join via the guild management terminal in order to keep the PA alive. The PA doesn't care who has a home/residence and who doesn't.
You can placehouses too, but you might have to move them and redeclare residence if they aren't in the 150m radius of your City Hall once that gets placed. 150 is the starting radius, and you do need 10 citizens. Note, it takes a day to redeclare residence. I'd suggest holding off on placing the houses, or pulling them up a couple of days in advance so everyone is ready to set them down next to the City Hall.

The only advice I can give as for the rest is that it's probably best to start your PA first and wait a while before you found your city. You'll have to be able to know everyone is there in the same day to declare their residence after all 
be patient, overlook the situation, then decide.

Well, I appreciate everyone's input.. it has been VERY informative.
Furthermore, though.. as far as residence declaration, can you have a declared residence in two cities? I have a few people that are declared residents in different cities.. do they have to undeclare their residence there to declare residence in mine, or can they be declared in both?

Also.. another question. If the person that is placing the guild hall of the rebel faction, does that mean that if he places down the guild hall, the guild will automatically become rebel? And if so, how long does it take to undeclare a faction? Thanks!

Alright, I won't be able to answer in order since I've already forgot, but I can answer each one!
First off, you can only be a resident of one city, as you can only declare residence in one house. It is possible to be in two if you were the Mayor of the city at one point as it keeps you a citizen even if you're voted out until you declare residence else, but that's a bug and not something you'd want to depend on. Anyone who wished to join your city would need to declare residence in a house in your city which would remove them from the other one they are a part of. If they didn't have that in place, every city would be level 5 with people in 5 different cities 
Second, a PA doesn't have an actual faction. Whether the person who places the hall is Rebel, Imperial, or Neutral it doesn't make any difference. The only time faction matters is when you have Overt people from both factions in the guild. The rules are supposed to be only one side can bo Overt at a time.. but I'm not sure if they're still enforcing those rules or not. Maybe Jas can answer that one better.
If you want to resign from a faction, it takes one hour after you talk to the recruiter.
